职位名称：项目协调员

职位描述/职责：

　　负责行动援助工作省份的所有项目的管理工作。工作包括在工作省份与合作伙伴对规划中的项目活动共同进行开发和执行，包括及时地向直属经理进行报告和保持信息沟通，协调与地方政府保持良好的合作关系。

管理和领导

　　•跟进每日工作情况，监测行动援助中国发展示范区在不同县区的项目进展情况。
　　•向直属经理提供月度报告，以及全面的项目进展情况（包括财务开支情况，月度项目计划）
　　•保证员工完全理解项目的原理和策略，并在执行过程中，创造一个能给予员工讨论和提出建议的环境。
　　•创建一个充满活力、富有创意和勇于进取的团队。这个团队将激励员工投入和发展，为员工提供发展机会。
　　•保证参与式的监测与评估工作运行有效，确保机构各个层面员工都认真执行。
　　•开发能确保所有层面的员工都能参与到与他们职责相关的，决策过程的机制
　　•与国际机构和地方NGO建立关系，以保证各项工作之间的良好合作
　　•协助撰写新的项目建议书和概念书，包括资助方要求撰写详细的预算，准备季度报告，半年报告和年度报告。
　　•对所有的员工进行绩效评估，并对每一个员工提供定期的反馈和跟进工作，同时，创造机会来帮助员工获得提升。

工作地点：广西省，贵州省，陕西省

　　合同周期：三年；三年后根据工作表现考虑续签

经验和能力要求

　　学历要求：应聘者应该具备发展学、社会科学、农业或其他相关专业的硕士学位

能力要求：

　　•至少3－5年在发展组织/NGO，从事参与式项目规划、管理和评估的相关经验。具有PRA（参与快速评估）工具实际经验和技能。
　　•对于中国的贫困问题有清晰的理解
　　•良好的人际沟通技能，流利的英语口语与写作技能，能熟练运用MS Word, , Excel and PowerPoint.
　　•具有与地方合作伙伴的工作经验
　　•具有实地田野工作的财务与后期管理知识
　　•优秀的管理能力－沟通、激励和领导
　　•乐于频繁出差

薪金：根据经验和能力来提供全额薪水

Job Description / Responsibility
Project Coordinator – will be responsible for overall management of ActionAid programs in the assigned province. The responsibilities include mainly developing and ensuring implementation of all planned project activities in the assigned province with partners, including ensuring timely and accurate reporting and maintaining appropriate information flow to Line Manager. Maintain good partnership with government project partners.

Overall Management and Leadership

• Oversee day-to-day operations and monitor the progress of the programs in ActionAid’s Development Areas in different counties.
• Provide monthly, comprehensive project updates (including financial and expenditure status, and monthly project plan) to Line Manager.
• Ensure that the projects’ underlying principles and strategies are fully understood by all staff and that opportunities are created for staff to discuss those and propose adjustments as applicable;
• Create a dynamic, innovative and challenging team, which recognize the contributions and diverse skills of all staff; Arrange development opportunities for staff members;
• Ensure that participatory monitoring and evaluation system are in place and being followed by staff at all levels.
• Develop mechanisms to ensure that all levels of staff become involved in and participate in decision-making process relevant to their duties;
• Maintain liaison with international agencies and local NGOs for collaboration on different activities.
• Assist in writing new project proposals and concept papers with detailed budgetary planning; prepare all quarterly, six monthly, annual reports following donor guidelines.
• Conduct performance management for all staff and provide regular feedback and follow-up on individual staff and create good opportunities for staff to improve their performance;

Job Location：Province (Guizhou province/Guangxi province /Shaanxi province)

Contract Length: Three years with possibility of renewal

Experience and other Requirements

Educational Requirements：The candidate should have Masters Degree in Development Studies, Social Sciences, Agriculture or related field

Other Requirements

• At least 3-5 years of program related experience in the area of participatory program planning, management, monitoring and evaluation, within a development organization/NGO. Have practical skills on PRA tools and techniques.
• Have excellent understanding of the poverty issues in Chinese context
• Should have excellent interpersonal communication skills, fluency in spoken and written English, and be familiar with MS Word, Excel and PowerPoint.
• Practical experience of working in partnership with local government
• Experience of field based financial management and logistics management
• Good ‘people skills’ – communication, motivation, leadership
• Willingness to travel frequently
